About Bryan

Bryan Lockwood is a Government Contract Lending Specialist at GillmanBagley, where he works directly with federal prime and subcontractors to structure the accounts receivable financing, invoice factoring, and contract funding solutions that keep GovCon businesses capitalized through the full lifecycle of a government award.

Bryan brings an unusually disciplined, service-oriented background to that work. He has served as a police officer for over 17 years and currently holds the rank of Patrol Sergeant with the Quakertown Police Department, where he has been a full-time officer since March 2004. In addition to supervising the patrol division, Bryan serves as supervisor of the department's K9 unit and is himself a K9 handler with more than 11 years of experience, currently assigned to an explosives/patrol K9 after previously handling a narcotics/patrol K9. He is also responsible for the department's fleet budgeting, purchasing, and equipment acquisition.

Bryan's leadership training runs deep: he has completed FBI LEEDA's Supervision, Command, and Executive Trilogy Award, a rigorous multi-course law enforcement leadership curriculum, along with Penn State's POSIT program and POLEX (Police Executive Leadership) training. That combination of frontline command experience, specialized K9/explosives detection expertise, and executive leadership education gives Bryan a level of operational discipline and risk-assessment training that's uncommon in commercial finance, and directly relevant to the trust and diligence government contractors expect from a lending partner.

Bryan grew up in a military family, which has shaped a lifelong focus on supporting those who serve, a value that carries directly into his work helping government contractors access the working capital they need to mobilize, staff, and deliver on contract. He is a graduate of Villanova School of Business and is based in the Philadelphia metro area (Doylestown, PA).

As part of the GillmanBagley GovCon Funding team, Bryan helps contractors navigate financing decisions specific to government work, including how mechanisms like the Assignment of Claims Act affect financing structures, and how to bridge the cash flow gap between contract award and first invoice payment.
