Tony Gray is Senior Vice President of Business Development for GovCon Funding at GillmanBagley, bringing 40 years of combined experience spanning military service, business development, banking, and GovCon business ownership. A U.S. Naval Academy graduate with an MBA from Virginia Tech, Tony built his career leading growth for organizations across the government contracting and professional services space, including serving as Chief Growth Officer of SOFTECH Catalyst, where he supported 24 small, medium, and large corporations. That cross-disciplinary background across military service, business development leadership, banking, and hands-on GovCon business ownership gives Tony a ground-level understanding of exactly what federal contractors need to scale, from winning a first award to managing cash flow across a growing contract pipeline.
Tony is a nationally recognized authority on business development methodology. He is a certified Business Development Professional (BDP) and the author of Business Development Body of Knowledge (BD-BOK): Business Development Professional (BDP) Certification Handbook, the reference text used for BDP and BDP+ certification through the Global Business Development Association (GBDA). He also hosts What Is Business Development?, a podcast produced by GBDA that explores tactics, tools, and leadership strategies for business developers, capture managers, and growth executives.
At GillmanBagley, Tony works directly with government contractors to structure the accounts receivable financing, invoice factoring, and contract funding solutions that let them bid and perform with confidence. He is part of a GovCon Funding team with more than 140 years of combined industry experience, and is a regular presence at GovCon industry events and conferences, including the National Veteran Small Business Council's VETS conference, where he connects directly with contractors, primes, and industry partners on financing strategy.
